1) Is there a way to kill the bug in the soil without killing the plant
I don't want to use pepside on vegetables..
2) I have an old plant and it used to bloom and grow many new leaves every year but now its limbs are shaking and leaves are fallen. Some leaves have tiny white spots on it. Does the plant sound like it has some illness

1) What kind of bugs are you trying to get rid of? There are good bugs and bad bugs. You would want to retain the good ones.
There are many ways of natural control. For example, attracting birds and bees/wasps that feed on bad bugs. Inter-plant certain plants that repels bad bugs. Attract a mole to your garden to eat up underground bug larvae. etc.
2) Yes... It sure looks sick... Just look up on the internet and you'll find the answer!
