Quality control by inspection is a fantasy, esp. in non-construction projects. Working ethics cannot be controlled. That's why a Ford manufactured in Germany has better quality than one manufactured here in US.

Government sponsored projects suppose less efficient than private projects. One reason is there are more stake holders. No matter who is president, there is nothing to do with this. I know nothing about the project in Waltham. But it could be reasons.
I agree. Another reason I believe is those projects have to hire union workers and these workers get paid by hour. The longer time a project takes, the more pay they get. Why hurry? I have seen a project lasted more than two years to finish in Somerville. It took me only 100 days to get a much bigger project than this one done because I paid my people by job instead of by hour. They had to work harder to get the job done faster then move to another job fore more money. This is the difference.
No perfect solution.
Paid by hour, the job will be well done. Paid by job, it could be quality problems because workers will try to finish it as soon as possible.
Partially agree with you. If you pay your people by job, then you need to have a set of strict regulations, rules and also a very good quality control team to control the quality to pass the inspection before the job is officially finished and put in use. There are some junk projects in China but the cause is not how they pay the workers. Corruption plays a big role in the project inspection procedure.

听收音机说, 有人的房子的siding是铝的, 电线被打断掉到墙上. 他不知道, 早上开门, 坐在porch上, 手靠着扶手, 就给电死了.
